Requirements Turning Large Volumes of Documents into Actionable Insights
International diplomacy depends on information. Reports, resolutions, briefings and other documents must be analysed and assessed quickly to ensure that decisions are based on reliable and up-to-date information.
The project aimed to make news and documents from theUnited Nations Digital Library accessible in a structured way while practically evaluating PLAIN 2.0 as an environment for analysis and information management. PLAIN stands for Platform Analysis and Information System and serves as the Federal Administration’s community cloud for big data and AI-related workloads.
The selected use case was designed to demonstrate how current events and specific subject areas – for example in the context of international agreements – can be analysed, summarised and prepared for decision-making more efficiently in the future. At the same time, the project contributed to the technological advancement of PLAIN and to improving its usability.
Solution From Prototype to a Secure Data and Analytics Environment
Telekom MMS designed and implemented a prototype use case on PLAIN 2.0. To achieve this, a web scraper was developed to collect content from the United Nations Digital Library and integrate it into the platform environment. The implementation utilised PLAIN’s native development and operational tools. The result was a containerised application deployed within the Kubernetes environment of the PLAIN platform.

The prototype provides faster and more structured access to relevant information without requiring users to manually review extensive document collections. Specialist departments can evaluate content more effectively, monitor current topics more closely and use the results as a foundation for analyses, dashboards and executive summaries.
