With 3.4 million insured members, AOK PLUS is the largest statutory health insurance provider in Saxony and Thuringia. Half of the population in both states is insured here.

As part of its IT strategy, AOK PLUS intends to benefit from the cloud, but employees deal with a multitude of very personal information from insured individuals on a daily basis. The regulatory requirements for handling these data are correspondingly high. As a public law corporation, statutory health insurance companies also have to comply with a whole range of statutory regulations regarding their IT systems: from the GDPR to the eHealth Act and the IT Security Act (IT-SiG).

In a consulting project, Telekom MMS guided AOK PLUS through the migration of services to the cloud, with a particular focus on compliance.

Requirements

Leading the Way to the Cloud

New agile development models in IT, such as Dev(Sec)Ops, infrastructure as a service, and faster and better scalability: the arguments for using the cloud are numerous.

However, the path to this goal is more difficult for public institutions than for other or-ganizations. Because there are a number of special considerations regarding compliance. This is how the statutory health insurance companies process information that the legislator has deemed particularly worthy of protection. In addition to the purely technical issues of migration and the development of a suitable IT architecture for the cloud, compliance must also be considered and defined in the requirements profiles for tenders.

To be able to benefit from the potential of cost savings and enable load-dependent scaling of IT services, AOK PLUS sought support from Telekom MMS to develop a future-proof model together - while strictly adhering to compliance.

Solution

Data Protection Compliant Procedure and Migration Concept

Along the extensive project, Telekom MMS was able to contribute its extensive expertise to supplement the missing cloud know-how at AOK PLUS.

Based on the structure found, the data protection of the existing on-premises services was first evaluated and a data protection impact assessment was carried out. It formed the starting point for formulating the data protection requirements for migrating services to the cloud. The experts from Telekom MMS then derived the necessary and legally required technical and organizational measures for the protection of cloud services.

Thus, the requirements for a cloud service provider could be formulated, which AOK PLUS will address as part of a tender.

Establishing a stable cloud environment involves tried-and-true application architectures and basic configurations. These were developed in joint workshops. As a result, not only compliance models and technical and organizational measures for the cloud could be developed. A proof-of-concept was also presented in the Open Telekom Cloud, and a deployment approach was developed to implement agile methodologies.

With the successful completion of the project, AOK PLUS can consider itself optimally prepared for the transition to the cloud. Thanks to consulting from Telekom MMS, she has laid the groundwork for three important optimizations in every health insurance company.

By implementing the cloud strategy, it will be able to reduce costs and achieve a faster ROI. It also increases its efficiency through simpler and faster IT processes. This allows employees to focus on more important tasks rather than building infrastructure. And with a higher level of reliability, it also helps to ensure compliance.

The developed concepts open the way for AOK PLUS to achieve more future security and competitiveness.

The Association of AOK Health Insurance Funds serves 27 million people nationwide. With a market share of around 37 percent, AOK is one of the largest health insurers in the statutory health insurance system.
